My parents have purchased a second home in Florida and I'm planning on spending a good amount of time down there visiting them. I'm thinking about purchasing a .380 for full-time carry down there (pending a FL permit) so I don't need to deal with transport through airports - my father is contemplating the same thing. I'd imagine the same question applies to him as this is a second home - NY will still be his primary residence.
The question is, can we purchase a handgun in Florida given that we are not permanent residents and that the guns will remain in Florida? Is my father's case different than mine (as he is a property owner)?

Your father will legally be a resident of Florida, for the purposes of firearms transactions, during the times he lives in Florida.

You will not be a legal resident of Florida, because you will only be visiting your father.

Your father can legally purchase handguns in Florida during the times he lives there. You cannot legally purchase handguns in Florida.

Your father can legally loan you a handgun during the times you are there.

To purchase a firearm in Florida your Father will need:

A) Proof of Identity - a gov't issued ID with name, DOB and photo = Drivers License
B) Proof of Residence [address] - a tax document, utility bill, bank statement

For Question 13 on the 4473, your Father would write in Florida.
For Question 20a, the FFL would write in the information from the Proof of Identity
For Question 20b, the FFL would write in the information from the Proof of Residnence

Firearms Transaction Record Form 4473

He can obtain a state issued ID card from Florida and keep his NY driver's license. That will solve the problem completely.

Also, depending on the dealer, a property deed in his name, plus copies of utility bills with his Florida address, may suffice for a Florida dealer. It depends on the dealer, might want to ask around to see who will work with him.

I'm almost positive Florida does not distinguish their carry permits. Whether you live their or not, it is the same permit.
