Norinco Imports to the US from Canada

After seeing the other Norinco thread, this question popped into my head is there any Legal way for a US citizen to buy a Norinco Rifle in Canada and bring it back to the US for personal use?

Say what you want about Norinco firearms, $399 for a M-14 is just too good to pass up. Even if it is a low quality rifle (I have heard rumors to the contrary), you could upgrade it to a good shooter for much less than the cost of a SA M1A.

So what do you guys say? Is there any way to pull this off without an all expenses paid trip to Club-Fed?

Not legally... Also you would probably have a problem just doing the purchase there as you would not be a Canadian citizen with the necessary paperwork.

You can try to buy it from a dealer in Canada and import it. Ask your local FFL if he will accept an import for you. Then submit ATF FORM 6 - Part I (5330.3A) to ATF. IF they approve the importation, your FFL will need to submit the approved ATF FORM 6 - Part 1 and a completed ATF FORM 6A to the US Customs Service. The dealer in Canada can then ship the gun to your FFL.


The problem you might have is whether or not ATF considers the gun "sporting" and allows the importation. Doesn't hurt to try.

It might be worth the hassle to save $500, Canada is only an hour drive from me. I'll have to look into those forms, and see how much I can set up in advance with the ATF and a Canadian gunstore over the phone before I make the trip.

The Norinco and Polytech rifles aren't importable. It doesn't matter if your a dealer or private citizen. There is currently a ban on certain Chinese imports and these fall under that. There is also the issue of the "imported assault weapons" ban. The Chinese M-14 clones would need a certain number of U.S. parts to import even if they were otherwise able to be imported.

If you talk to ATF, get any ,"Yes, you can import these" response in writing. I wouldn't be surprised if you get incorrect info from a phone call. That's because it is generally legal to import rifles from Canada and the agent you talk to might not be aware of the specifics on these Chinese guns.

In any event, you wouldn't be able to just buy a rifle over the counter in Canada and bring it into the U.S. You'd have to get a U.S. dealer to accept the rifle. There is more paperwork involved than a normal transfer, so you have to find a dealer willing to do it.

Trebor brings up an interesting point. If ATF doesn't allow the import for whatever reason, play the parts count game and make it a US made gun. If the Canadian dealer agrees, replace enough parts with "made in US" parts and the rifle suddenly becomes domesticated. At that point, you are merely re-importing a US made rifle into the US.
