My brother is looking to buy an AR-15 and since we live in NY, it can't have more than one of the features listed above or else it will be an "Evil" weapon. A folding stock is unnecessary, we don't need a bayo lug, permanent compensator would work, and I guess we can't put our 203 on it (DARN! :D) We are going to look in a bunch of gun shops around our area for an AR of his liking (16in barrel, rail for mounting optics/BUIS...pretty much the only real requirements...). I was curious to know if anyone knows an online source for NY legal AR-15 rifles if we are unable to find anything to our liking at the LGS. As mentioned earlier anything without a Boyo Lug, without a flash suppressor/with a compensator, and with a fixed stock will do.

Basically for a post ban AR15 in NY the three things you want to look out for are...

1. Folding Stock
2. Bayonet Lug
3. Removable flash hider

There are a few gunsmiths I know of in this state that will take non NY compliant rifles and convert them to NYAWB complianti AR15's. Basically they weld the muzzle brake, neuter the bayonet lugs and pin or weld a collapsible or folding stock if the rifle has one. The ban here in NY isn't really all that bad considering what Kalifornians have to go through.
 
I own four NY legal AR's. I have found that it is much easier to buy a lower with an A1 or A2 stock first, then go shopping for uppers. Del-ton and RRA both offer permanently attached brakes for their rifles for $20-25 extra. It took me 10 minutes to grind off my bayonet lug on my 14.5" BCM upper and spray it with flat black engine paint.

Once you get your ban complaint AR start looking for pre-ban USGI 20 and 30 round mags. I have found that there are lots of sellers willing to part with their old mags for a reasonable price. I just made a deal with a gent in TX who traded me seven pre ban 30 round mags and five twenty rounders if I sent him 18 brand new C products mags that cdnn had on sale for $5.99/mag. Cdnn didn't a NYer was buying "hi cap" mags and having them sent to a TX resident.
 
how can you tell if a magazine is "pre-ban"?

Any mag with a date code after 9/94 (think USGI 30 round AR mags) or with "law enforcement only" stamped on it is obviously post ban. Things like P-Mags and all mags greater than 10 rounds from a company like C Products are post ban, since P-Mags and C products did not exist before the AWB. The general rule of thumb is no date codes (or pre 1994 date codes) on USGI 20 or 30 round mags should be pre-ban. A lot of it comes down to knowing the date ranges when certain types of mags and guns were manufactured (e.g. norinco or polytech ak's all were imported prior to the 1994 AWB). Personally I keep all correspondence (hard copy and digital) with the sellers of all of my pre-ban mags, just in case there is a question.
 
It seems that the DA in Nassau County is currently attempting to redefine what's considered legal in NY. Must the muzzle break be "pinned" or pinned and welded? She also appears to frown upon the practice of epoxy and pinning the collapsible stock. Four reputable dealers and their employees were supposed to have their first court date this past Friday, after being arrested in a sting operation by the state police two weeks ago. There are a lot of unanswered questions about what these guys were arrested for.
 
Just buy a Remington R-15 and you have no worries.An excellent rifle made by Bushmaster and very accurate.They are also lighter in weight than most others.
