I just bought a new 12 ga O/U (its a Yildiz from Academy Sports). It is pretty tight when I open it, and I have to pull and push to open and close it, rather than it just kind of falling open and shutting easily. I'm just wondering if this loosens up over time, or is this just a function of the low price?

Most new guns in my experience (the exception being Red Labels) will be somewhat stiff, and should loosen a bit over time. But it won't both open AND close easily. The gun will either cock on opening or closing, and will take a bit of force to do it.

Have you greased it?

They do tend to be sticky at first, but with some grease and a little break-in, a good O/U will be smooth but tight, meaning not a lot of flopping around.

Keep it greased, not oiled. Oil the little working parts like the trigger, but use a good O/U grease on the hinge pin, the parts of the receiver and barrel that contact each other and the latches that hold the gun shut.

O/U's are low-maintenance and easy to clean, but they do want to be greased for a good long life.

My Beretta was pretty stiff at first.

A little white grease, 1,000 rounds and it slicks right up. Although "loose" is definitely not in the cards.

It'll pretty much open itself if cocked. If one hammer has dropped the resistance is about half that when both barrels have been fired - about what one would expect if 90% of the force needed was cocking the hammers (and ejectors).
