If your state requires that hunter's ed class to get a hunting license, then it would qualify on number 1. It may be a good idea to include a copy of that law stapled on the application with the section marked, though. Make sure in your personal training that you are competent with a handgun and know the laws you'll be carrying under for your own protection. If you need to shoot, you need to hit, and you need to know the legal standards so you don't break them and end up in prison. Unfortunately, it comes down to luck sometimes and hitting and being legally right doesn't mean you won't die or go to prison.
