Is it really necessary to carry one in the chamber ALL THE TIME? I mean the guy's off duty to begin with AND taking a dump.

Yeah because unholstering the gun, dropping the magazine, racking the slide, and catching the live round that comes out is a MUCH safer operation to conduct in the stall of a men's room than simply leaving your pistol in it's holster.

The solution for this particular individual is very simple. He just failed the basic common sense test and managed to hurt a bystander in the process. So, no more guns for him, at least not as an employee of the state. He can ride a desk from now on as long as they give him a pair of elementary school scissors, a piece of charcoal to write with, and keep the stapler FAR away.
