if somebody comes to NC from out of state, with a concealed carry permit from their home state, are they allowed to buy firearms including handguns in NC the same as NC residents with carry permits?
By federal law, you are not allowed to purchase handguns, even from a dealer, outside of your own state.

Because it is only sold online. You can purchase a handgun in any state, but the transfer must take place in your home state.
Sam, actually I already knew that since I sold a handgun that way last year. I just wanted to clarify that in the thread.Because if you do so, it must be taken or shipped to a dealer in the purchaser's state of residence. The dealer will do the NCIS paperwork and the actual transfer.
If you sell a handgun directly to a person from another state without a FFL dealer handling the transfer both you and the purchaser commit federal felonies.
