Actually it does have something to do with 'stragegy and tactics'.

If you have to take someone down... keep them down. Did not have to be a cop, any citizen could have been confronted with such and end up in a struggle.

Happened in Longview Texas.

She was bi-polar and I guess trying to commit suicide by cop.

She told the cop who came to talk to her she had a gun on her.

They had struggle.

His mistake I think was he let her back up after he took her to the ground. Should have kept her on the ground.

As other cops showed up he tassed her but to no effect.

She pulled a butcher knife and charged one of them and the shot her.

People with learning disabilities are unusually strong. I went to school with a boy who was retarded. Everyone on the football team used to protect him. He never got mad when other students insulted him so we shut up his tormentors. One day a kid actually assaulted him. He almost beat that kid to death. He beat the kid so badly we hid him in the gym and claimed the other kid was lying. After that we we didn't protect him as much. The lord made him perfect. That kid did not have a mean bone in his body but if you scared him he would make you regret it.
 
Nothing to do with the scope of our forum.

Persons who are not trained and sworn to be first responders do not answer calls for help.

Nor do they have any business "taking someone down" and keeping them down.

If one is attacked by someone wing a knife, that's one thing, but persons other than sworn officers are expected to avoid getting into trouble in the first place.
