Portland CCW laws?

Hello,

I'm considering moving to Portland some time next year, and I'm getting some mixed information on the legality of concealed carry within Portland. As I understand (and please correct me if I'm wrong) that Oregon is a shall-issue state for concealed carry licenses, but Googling "Portland CCW" yields some odd results.

Would someone mind clarifying the laws that would affect me as a conceal-carry citizen of Portland? Thanks in advance.
 
Portland, OR? You can open carry, but Portland has a restriction on the pistol being loaded unless you have a License to carry a concealed weapon (yes, that is how it is written...ORS 166.173 is the state law that allows that regulation). ORS 166.250(3) states that a hanguin in a holster on your hip is not concealed (by definition). I read ORS 166.173 to mean , for purposes of Open Carry (only) the license to carry a concealed weapon can be from any state...for purposes of Concealed Carry...The license MUST be the Oregon CHL.

ORS 166.250 is Oregon's prohibitions to carry concealed without a license..ORS 166.260 is the section with the exceptions to .250... Oregon is a Shall Issue state for resident licenses, training required, up to 45 days wait. ORS 166 is the state law on firearms. Loaded unlicensed Open Carry is legal, including in a vehicle, but "loaded" unlicensed carry may be restricted by local governments...Portland is one that does. If you get a Oregon CHL you can forget any restriction...loaded open carry, or Concealed Carry with a license issued under ORS 166.291 and .292 and the loacl restriction do not apply to you.

Thank you very much for the information. I'll read over those sections just to be safe. But long story short, just to make sure I understand correctly: I get an Oregon Conceal Handgun License and I'm set to conceal carry in Portland?

Under the section on state preemption:
ORS 166.173 Authority of City or County to Regulate Possession of Loaded Firearms in Public Places.

(1) A city or county may adopt ordinances to regulate, restrict or prohibit the possession of loaded firearms in public places as defined in ORS 161.015.
(2) Ordinances adopted under subsection (1) of this section do not apply to or affect:
(a) A law enforcement officer in the performance of official duty.
(b) A member of the military in the performance of official duty.
(c) A person licensed to carry a concealed handgun.
(d) A person authorized to possess a loaded firearm while in or on a public building or court facility under ORS 166.370. [1995 s.s. c.1 §4; 1999 c.782 §8]

As stated, just get your CHL and all is good. The training required is a safety course. I took mine at the local gun club, but you can also get it online.
 
The Oregon Firearms Federation has a handy book called "Understanding Oregon's Gun Laws" for about $13 plus shipping.
