POSP/Dragunov Scope question

Long time no see, but I'm happy to be back :) . Just finishing two years of military service and wanted to celebrate by picking up a scope for my ROMAK.

This is what I got. POSP 6X42, Dragunov reticle, glowing red "^". I think I made away with a decent price. I'm quite happy with it and can't wait for it to come in. I had experienced working with this type of scope for a little, but have a few questions about it that I think the knowledgeable people here at THR might be able to answer...

As far as I know, the "range finding" capability in the scope works as so - you align your target on the bottom horizontal line, indicate which number it meets on the sloping vertical line, and multiply by 100 to get your range in meters. You then count down the series of ^'s and align on the corresponding one (for instance, if the target is ranged at 400 meters, you sight upon the second ^ from the top, seeing as 400 is the second option). Is this correct?

Secondly, I see another sloping horizontal line slightly above the lowest one. What purpose does this serve? I was told it's for hitting prone targets, but I'm still not understanding it's functionality...What's with the 02, and the 12 that seems to be awkwardly hovering above it? I don't know how to use that...

Lastly, what are the twin 15s sitting on either side of the center ^ ? I presume they're for shooting moving targets, but I'm not getting how their used.

That link didn't work for me, I assume this is the scope you have? You're right, the lower rangefinding curve is for prone targets. I don't know what the horizontal scale is for. Keep in mind that the bullet-drop compensation points on the reticle are matched to the particular kind of ammunition that is supposed to be used with these kind of rifles.
