POSP Scope mount on a Saiga- question

I have a POSP 6x24 V from East Wave that just arrived for my Saiga 308.
It slides on from the rear of the rifle just fine. The locking clamp is the problem. It looks like it's supposed to clamp "under" something, but there's nothing there on the rail. It just sort of swings alittle each way, but it's not serving any purpose. The slide mount is a little loose in the rail attached to the Saiga receiver as well.
So, what does the locking bar do exactly ( I know, it locks). Is it a pressure fit to the receiver or what exactly?

Sounds good, love those Saiga's but mine are in 7.62x39. Wish I got one in .308 when they were in the two-three hundred dollar range.
