I found epoxy die on Ebay.I would experiment with using colors to dye epoxy to close to the same color and then patch the holes. Those are too nice to discard. Tempera paint powder can be found at Hobby Lobby. I have done this before although not with powder horns and it works.
Can #2 be sawed off, the plug reduced to fit, and savaged or would that make it too small?
I really, really hate to discard something that I can dream of a way to save.
The first step is to heat the horn to between 330 to 340 degrees Fahrenheit for about 40 seconds in order to make it plastic and moldable.

Mixol Universal is a very good dye I have used successfully with shellac, varnish and even tung oil. Picked up a multi pack long ago at Woodcraft.Any real powdered dye can be used but the guy on eBay has a good product. I think he has black and brown dyes.
