I opened mine up some so it would stay where I put it. It should be inserted like a tent with the V at the top. so it keeps a small amount of pressure on the product.
 
Yes it did come with a baffle, and what i did was drop the baffle in and them dumped the powder on top. Is that the right way using the baffle? I was not sure.

Basically yes as well as what FROGO207 said. Adjusting the height of the baffle can help improve the consistency of the powder charges.

Also, in my opinion, the axis of the baffle peak should be oriented 90 degrees to the rotational axis of the metering drum. This keeps the openings in the baffles from being directly over the metering chamber and helps make the powder column directly over the metering chamber more consistent.

Others do not find this necessary. Some do not find a baffle necessary.

Try some different positions of the baffle and see what works for you.

Same with rapping the measure at the end of each stroke or not. The main key is doing the same thing with every stoke of the measure.

I prefer to operate my measures as quietly as possible and minimize vibrations. Others have success rapping or tapping the measure.
 
My Lee PPM has served me well with both stick and ball type powders. For range fodder I use a mid range powder charge and occasionally weigh one. So far it is well within my comfort zone in varience.
When loading my more critical stuff I drop a bit lite and trickle up on the scale.

For 20 bucks you will be glad you got the PPM.
