Powder Measures?

I use the Lee "scoops". Found them to be just fine..
As always, make sure you use the right scoop and powder.. I.E.
"Long Cut" vs "Short Cut" with the same powder will give you a VERY different weight.

To use... run through powder, taking care NOT to pack.. Don't "tap down" or
do anything to compress powder.

I use a tongue depressor or ice cream stick to level off.. anything straight and anti-static will work.

You may want to look at a Harrell measure for rifle reloading. Very consistent throwing charges with most powders.
