I'm going to build a sort of "MK12" type of rifle for my step dad and am in the process of sourcing the parts for it, I'm stuck on the upper receiver. I found two that I really like, a BCM Mod 3(I believe is the name, it has the quad rail with a monolithic top rail) and a Syrac Ordnance that for all intents and purposes is the exact same. Any opinions?

My opinion is that you look really hard at the RRA Predator Pursuit upper. If you're going to install the barrel, look at the barrel that RRA uses on the Predator Pursuit.

A $50 free float tube will be just as "precise" and accurate as a $350 free float tube.

And not to mention that a 6.5lb, good quality AR, such as a 16" BCM lightweight is going to likely be sub moa anyway. Why bother with all the weight and cash for an extra .25-.5 moa? My lightweight rifle is beer can accurate out to 300 yards, about .75moa at 100m with a good projectile and scope.

i kinda like the vltor vis stuff in theory. haven't owned one, but have been wanting to build a precision rifle using that upper/rail for a long time.

Rainier Arms sells some exellent and reasonably priced barrels. I have a precision AR with one of their SPR barrels that is capable of putting up some very impressive groups.

You can build it if you want I guess.

The Colt 6940 has the monolith upper which will allow you to mount a scope without having to use a goose-neck base.

Only thing the 6940 needs added is a good trigger.
The basic factory trigger is really just a place-holder

Here is a non-cherry-picked, 200-yard, 10 shot group I shot with mine using the Mark AR scope.
Fired resting the rifle over a towel on an ammo can.

RRA varmint upper, 1"8 twist .223 Wylde, Spikes lower, Geissele trigger, 8-32x scope.

Mega, VLTOR, WOA or Noveske would be my first to look at. Also BCM as you mentioned would be a good start. For precision, I would concentrate on the barrel first. Stainless, 1:8 or 1:7, 20" HBAR, Wylde chamber, maybe a match bolt, etc. and free float it with a Geissele SSA-E trigger. The rest is somewhat interchangeable. There is a lot of good parts manufacturers out there. There is any number of combos that will make an accurate AR.
