You need to provide more info such as other marking, proof marks, grip logo, or even better, a photo.
The Premier tradename has been used by at least 6 manufactures and importers over the years.
If I was to guess, I would say you might have a .32 ACP semi-auto pistol made by Tomas de Urizar y Cia., Eibar, Spain.
The company went out of business in 1920 or 1921.
The gun would be an unlicensed copy of the 1906 Browning design, and of the usual poor quality of the Eibar guns of the time.
You very likely will not find exact parts, as these guns were produced by the cottage industry gun makers in Eibar, and were all hand-fitted using non-standard parts.
