PSL/SVD Inaccuracy Issue

I'm looking at getting a PSL, and the FFL holder I talked to about ordering it said that he has a "Dragunov", but I don't think he has an actual SVD, although I could be wrong. He said that when he takes it to the gun range, he'll shoot 3 shots in around 10 minutes, and then has to let the barrel cool, otherwise it will shoot about a foot to left at 100 yards. Is the SVD/PSL really get this inaccurate after so few shots, or is he spouting something?

in that case our troops in the middle east dont have to worry about anything. As much as i hate to say it we were shown the "juba sniper" video at Infantry school and all of the shots were taken 2-300 yards with a PSL.

There has been reports of 1 moa PSL with handloaded ammo and updated scope. Also PSL and Dravunov are COMPLETELY different firearm, they fire the same round and serves the same battle field purpose, that's it
 
I bought a PSL back in 2005. It has been a learning experience. The first thing is that PSL doesn't like heavy ball bullets. The 185 grain and 200 grain bullets that I have run through mine gave me about a 15 inch spread at 100 yards with five rounds. I started hand loading and got the accuracy down to 4 inches at 300 yards in five round strings. I've found my PSL likes .311 diameter bullets that weigh 150 grains. I love the scope. But, The rifle needs tweeking to get the performance it should have. Finding the right ammo is difficult.
 
Centerfire Systems Has the same rifle foor $450. I've thought about getting one of those myself. I've even thought about trading my perfectly operating CAI CETME for one.
