Unless he stipulated somewhere that full price offers get first crack...The few times I have sold, I give first come first serve and try to let people know either way. But you are dealing with individuals who can make mistakes or put money above fairness. If I were you, I would call it a lesson learned, avoid that seller, and ask the next seller notify you either way and give you a chance to take the next... They don't have to, of course, but I would.
I think, many boards have feedback sections for buyers and sellers. If somebody does any amount of buying/selling/trading on the boards, they have good reason to be ethical-future business.
