Pushing for parts importation?

Found this on another gun board.

Anybody know what bill or whatever this is from?

"SEC. 209. BARREL AND RECEIVER IMPORTATION.

(a) In General- Section 925(e) of title 18, United States Code, is amended--

(1) in paragraph (1), by striking `, and' and inserting a period;

(2) by adding at the end the following:

`(3) All frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.'.

(b) Governmental Imports- Section 925(a)(1) of such title is amended by inserting `, barrel,' after `or importation of any firearm'."
 
Am I the only one who's getting really annoyed with these "amended as follows" bills? It makes it so difficult to understand what Congress is trying to do (yes, I do think that's the point).

What would it take to get bills in the form of "Section <foo> shall read as follows: <start-to-finish text>?"
 
That is from HR4900 that would allow such importation if passed and signed.

So this is the law as it stands
18 USC 925
(e) Notwithstanding any other provision of this title, the Attorney General shall authorize the importation of, by any licensed importer, the following:
(1) All rifles and shotguns listed as curios or relics by the Attorney General pursuant to section 921(a)(13), and
(2) All handguns, listed as curios or relics by the Attorney General pursuant to section 921(a)(13), provided that such handguns are generally recognized as particularly suitable for or readily adaptable to sporting purposes.

If the text of the proposed bill would pass the code would now read:

(e) Notwithstanding any other provision of this title, the Attorney General shall authorize the importation of, by any licensed importer, the following:
(1) All rifles and shotguns listed as curios or relics by the Attorney General pursuant to section 921(a)(13); All frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes, and
(2) All handguns, listed as curios or relics by the Attorney General pursuant to section 921(a)(13), provided that such handguns are generally recognized as particularly suitable for or readily adaptable to sporting purposes.


So it looks like the bill would add parts and barrels to the same level of approval that long guns and pistols now get. Just my take on it.

Here is the section affected by the second half of the proposed section.

Right now 18 USC 925(a)(1) says:

The provisions of this chapter, except for sections 922(d)(9) and 922(g)(9) and provisions relating to firearms subject to the prohibitions of section 922(p), shall not apply with respect to the transportation, shipment, receipt, possession, or importation of any firearm or ammunition imported for, sold or shipped to, or issued for the use of, the United States or any department or agency thereof or any State or any department, agency, or political subdivision thereof.

As Amended by the proposed bill

(a)(1) The provisions of this chapter, except for sections 922(d)(9) and 922(g)(9) and provisions relating to firearms subject to the prohibitions of section 922(p), shall not apply with respect to the transportation, shipment, receipt, possession, or importation of any firearm, barrel, or ammunition imported for, sold or shipped to, or issued for the use of, the United States or any department or agency thereof or any State or any department, agency, or political subdivision thereof.

So it looks like the proposed change would allow the government to import barrels all they want for their own use like they already do with firearms and ammo.
