I did a search and found a ton of threads on this, but nothing really specific to my concerns.

I just bought a stripped DPMS lower receiver, a friend talked me into. I don't have the money right now to buy the other parts, just looking at my options.
I have another AR I've had for years, if I can still call it an AR. It has the hi-rise flat-top with a Leupold 2-7, no forward assist or dust cover, free-float handguards, Armalite 2-stage match trigger; very accurate.
It started life as a Colt HBAR Match that wouldn't shoot worth a darn. Not really knowing what I was doing, I bought some cheap parts from Midway, trigger for cheap on ebay, and a $50 barrel from Century (2 for $99, got a spare); lucked into a very nice shooting rifle.

I haven't really decided what to do with this receiver I just bought. I know there are many places to buy parts kits, I just don't know which is best. I want to go as cheap as I can without sacrificing too much quality. I would like to put together a standard fixed carry handle rifle, possibly something like the M4, or even something that looks like the old Vietnam-era M16 (triangular handguards and all). I'm thinking mid-length with a 16", even, perhaps? Haven't decided.

I'm not into "tacticool", I'm not the SHTF-survivalist type, nor am I a serious competitor. My interests are generally more C&R (hence the comment about the Vietnam era look), but I do want something relatively accurate.

Down to the real question. I have the new lower, the original Colt HBAR upper that came off the other rifle (just the upper, used the bolt and sold the barrel), my spare 20" heavy barrel, the original Colt trigger (horrible thing, and large pin- not really worth mentioning), and some handguards. Am I better off selling the Colt upper and just buying a complete kit, or piecing one together with the parts I have? Does anyone know who has the best price on a basic parts kit, no bells and whistles?

Labor is all you will save on (realistically speaking). Head on over to AR15.com and post/search their forums. Lots of good information. I just had one (basically a 6920) put together from Colt parts I had accumulated over about a two year period. My friend, a Colt armorer, did the assembly at no cost and got me the pieces at close to cost. In the end the savings only amounted to about $250.

Take a good look at Del-Ton kit. You said you want quality without spending a lot. That's a great place to find a great parts kit for less....and they're kits are VERY good, and the company is a pleasure to deal with.

I have built several, and if you search you'll find plenty of happy customers.

The last Del-Ton kit I did was a 20" H-bar kit that came in under $600 for the whole rifle. Shoots GREAT, too.

I build my AR from a Stag Lower, the process proved GREAT fun. But I didn't buy a "parts kit". I took my time, shopped the "for sale" sections of the related sites & forums, and ended-up finding EXACTLY the individual pieces I wanted without having boxes of unused parts left around when I finished. There's ALWAYS SOMEBODY wanting to change their AR configuration. If you'll be patient, each piece you want WILL be available...cheap. I bought a NEW Jewell trigger for $125, a like-new ACE Stock (w/spring & buffer) for $65. The list goes on & on. I now believe a higher-quality AR of ANY configuration can be assembled by buying the right individual pieces at the right price, at less cost than any "kit" offered anywhere.
