The wording does not specify dealer-only transactions, unlike background checks, which are only required when "purchasing from a dealer." Here's the law:
Like it says, there are exceptions, like the new 2002 law that lets you trade in a handgun and buy one at the same time. In general, though, it applies to private sales.

Welllllll,
Two minutes ago I would have said it only applied to guns purchased from dealers because what I'd read was in the section on how and when dealers do background checks.
The State Police site contains the following statement in the section on how to obtain a multiple handgun purchase certificate:
"The buyer of the multiple handgun(s) must surrender the certificate to the licensed firearms dealer prior to consummation of the firearms sale and the dealer shall retain the certificate on file at his place of business for inspection for a period of not less than 2 years.
(READ THIS ===>>> ) If the seller of the firearms is not a licensed dealer in firearms, the seller shall attest in writing on the reverse side of the certificate indicating the date the transfer was completed, and the buyer shall return the certificate to the office where it was issued.
Purchases of handguns shall not exceed the number of handguns listed on the certificate."
