question about carrying on campus

Lets say that legislation is passed in Texas or Georgia that lets college students carry on campus. Then lets say the school either already had, or changes the guidelines to not allow weapons on campus. Can they do that? will that make the legislation worthless if all schools just say no anyway?

Remember, the legislation only applies to public universities. Generally speaking, the bills have some sort of provision that bans public universities from passing school policies that pre-empt state laws. So, the short answer to your question is "no, it does not make the legislation worthless."
