Can a 20 year old legally own a handgun in Georgia, or is it a 21 and up state?

Yes, a 20 year old can own a handgun, but not purchase one, in GA.

I don't know Georgia law on the subject but I would guess if they allow possession of a handgun by an 18 year old, they would allow a sale to an 18 year old. South Carolina, as an example, does allow selling to persons 18 and over. Federal law requires age 21 for FFL to transfer a handgun, but does not, as far as I know, address non-FFL transactions.

In Georgia it is legal for an 18 year old to purchase a handgun in a private sale.
