Question about Illinois Law

Hi, I was wondering if anyone knows the laws in IL regarding minors and handguns. I know that the law states you have to be 21 to buy a handgun, but do you have to be 21 to possess a handgun? I guess he wouldn't be able to buy any ammo for it, but...eh.

A have a cousin I would like to give a revolver as a gift to, but he is under 21. He has his FOID card and owns four rifles, including an SKS, so he knows gun safety and is very well versed in firearms. I would really like to gift him a gun but I want to adhere to the law!

Would it be legal for him to have it even though he won't be 21 for a year or two? Again, he does have his FOID and a lot of long guns. I want to make sure I do things by the numbers. I've looked at the laws and I can't figure this out. Thanks in advance, guys and gals.

Well I tried to take a friend shooting here in Illinois. Unfortunately he is only 19 and does not have an FOID. I was told that he would be allowed to shoot my longguns but not my handguns by the staff at two different gun ranges. They said it was illegal for him to handle a handgun without his parents permission. However it was legal for him to handle my shotgun and he can handle rifles.

So I believe that you may not be able to give your friend the handgun until he is 21 in Illinois. I maybe wrong but it might be best to just wait until he is legal to own it.

Yes its legal for a person in Illinois between the age of 18 and 21 to posess a handgun as long as there are no other disqualifying reasons (drug user, felon, etc)

Can't buy one at an FFL(Federal law) but a person 18-21 can receive one as a gift, or purchase one from a private seller in Illinois


The statute is (720 ILCS 5/24‑3) Unlawful Sale of Firearms

Sec. 24‑3. Unlawful Sale of Firearms.
(A) A person commits the offense of unlawful sale of firearms when he or she knowingly does any of the following:
(a) Sells or gives any firearm of a size which may be concealed upon the person to any person under 18 years of age.
(b) Sells or gives any firearm to a person under 21 years of age who has been convicted of a misdemeanor other than a traffic offense or adjudged delinquent.
 
I took a 19 year old shooting here in Illinois, he has a FOID and a bolt action .22 rifle. He explained to me that he could not purchase .22 ammunition because it can also be used in pistols. Anyone know if this is true?

Store policy, not law. Reference the ATF faq for more information.

He also might have been trying to scam you for some free ammo.....;) Soybomb nailed it. The store is "supposed" to ask you (if you are under 21) if the ammo is for a rifle or pistol. Unless you go to Wallyworld and then all they ask for is your FOID card.
 
The above advice is true to the best of my knowledge, BUT--there are many police officers who don't know that. Be careful.
 
Yesterday when I bought 4 boxes of WWB 9mm Value Pack at Walmart in Bloomington, they asked for my FOID and asked " Is this for a Pistol?" Never heard that before.

As far as my buddy getting some free .22 LR , I "forgot" a brick in his truck.;)
