I have a traditional side hammer CVA Frontier Carbine muzzleloader rifle and was wondering if I could use the powder pellets in it with a #11 percussion cap?

It's not recommended to use pellets in any sidelock that's not designed for them.
One sidelock that was designed for pellets had a removable breech plug and used 209 primers.
And it may not have been 100% reliable.
And the same applies to flintlocks designed for use with pellets, they don't always work without a booster charge.

Some people may be able to get away with it if they use a booster charge of loose powder underneath the pellets.
And they may also be able to get away with it if they use a Mag Spark 209 primer adaptor. --->>> https://www.warrencustomoutdoor.com/mag-spark.html
Some may want to use both for reliable ignition with pellets.
And there's also #11 magnum primers which produce more flash than regular #11 primers.
And some #11 nipples are better than others too.

There's different pellets made by different companies.

Those charges are small enough to allow a person to also load some loose powder as a booster charge.
But if you're going to use loose powder as a booster then why not just stick with loose powder?
Whatever advantage that you can get by using pellets will be offset by the disadvantages of needing to take an extra step in loading loose powder as a booster charge, or very slow capping with a 209 primer adapter in order to get the pellets to work reliably.

There are no advantages to the pellets and a few disadvantages. Loose powder is a much better choice.
