Question for Sacramento area folks...

Well, I am probably moving to the Sac area this summer. I recently discovered that Roseville is outside Sac County and that Placer County CCW renewal might be possible.

Question is:

Anyone in the Roseville area know of some good local gun stores/clubs that I might be able to check with about the CCW situation?

Also, anyone IN Placer county that can tell me of the situation first hand...?

I don't know any stores in Roseville, but you could try the Rancho Cordova Shooting Center. They have classes there, so they should be able to answer your questions. You could also try the phone book.
 
I hear mixed reviews about Placer county.

My best guess is that there may be some city exclusion going on - blocking Roseville/Rocklin residents and allowing rural residents. That is pure speculation however.

If you can, try and live in Yuba city or Marysville - both Yuba and Sutter counties are basically shall issue.

I am going back to Sutter county in a few months - the only bummer may be that when I applied in 1993, they said you had to be in the county for a year.

Sacramento is 100% out of the question. El Dorado and Amador county are good, but tend to be very very expensive.
 
I have bought a lot from J&M Gunsmithing in Roseville - they are on Vernon in the older downtown area.

They are pretty good guys, easy to work with although some prices are high.

They may be able to tell you the scoop on Placer county - also, they have an excellent consignment shelf - have seen many excellent used guns that are not on the list for good prices.
 
There's about 1,050 CCW's in Placer County

For a population of about 250,000. Don't know if the Roseville Police Chief is Pro gun, but the Sheriff is. (As of 1998).;)

I also sent an e-mail to the Sheriff's office inquiring about the situation, so we'll see what they have to say....if anything.

Doesn't sound all that good but we'll see. Mr. Jim March believes I probably have a very good chance of renewing in Placer County.
 
Well now that he's said it, I can speak: he's not going to be trying for a "new permit", it'll be a renewal of a permit originally issued elsewhere in California and renewed once he moves.

In general, that raises your odds in any circumstances. Even in Sac County, his odds that way go from "zero" to "barely possible, with a lot of luck".

It also means he's not facing the Sutter County "year's delay" thing, and his odds in Placer go up too.

See, a lot of sheriff's "blanket renew" their OWN cronies. If they didn't "rubber stamp renew" incoming permitholders, it would be too obvious an equal protection violation and too easy to challenge in court. That's one sort of test even the real freaks like Blanas in Sacramento aren't all that eager to face.

I stayed quiet in this thread because I couldn't discuss Tim's situation (as thrashed out in EMail) until he spoke first :).
 
I went over the Placer county procedures and I agree, it looks bad. A lot of "front-loaded fees and costs" (training and DOJ background check stuff) that is borderline illegal.

Also, the automatic denial for anybody previously denied is VERY bad, and can be challenged in court. In spades.

Still, Tim's situation would be pretty good, following the "renewal" process. He'd be best off if he went and did the 4 hour training thing, just to "fit in" with what they're used to.

What else....OH ya, the CCW application form on their website is "the bad one" - it was rigged up by some rural sheriff's office and has a number of formatting problems. The one that can be downloaded from my site is significantly better, as it came from a Cal-DOJ insider:

There's lots of other people's situations which I know about, and would provide interesting "case examples", but I don't talk about for privacy purposes.

The other thing I want to make clear here is that I do *not* know everything! Far from it. My advice to Tim in private was filled with "go talk to local gun shops" and similar; every county is just slightly screwy in a different way :rolleyes:.
 
I understand why people do not want to leave CA if they have family, etc.

But WHY OH WHY would you move from a good gun place to a bad gun place within the state?

Get out while you stil can!

Well, I can't move any further in my job here in Chico, Sacramento will allow me to get my own store (Walgreen's), or at least to the point where I can get my own store somewhere else.
And the girlfriend (who I'm serious about and not gonna lose) is graduating and wants to go there (nothing for her here either). So we're moving in together down there. And we don't really know what we're doing long term or where, so anything can happen ... might be there just a few months or maybe a couple years max. I can handle a couple years in Sac if I need to.
 
I'm moving to Sac (Folsom) in August. Am I headed for trouble in the CCW department? I've never had one, but wa sthinking about getting one once I'm there as we are intending to be there for a long while. Folsom is in Sacramento county, so however it shakes out I'm stuck as we close on the house in two weeks.
 
Nobody did. The bill itself doesn't look like anything nasty unless you know a LOT about the CCW system. I'd guess there's no more than six to a dozen people in the whole state who could look at that bill and instantly understand all of it's implications.

Cal-DOJ tried to pull a fast one.
 
Ok, well today was the first day trip down there and wanted to get some other opinions from local gun shops. Found one in Roseville and their response was very good.
Basically told me that I shouldn't have any problem at all transfering (was the word he used) the CCW to Placer County, especially since I already have one. He mentioned that its not usually a problem getting one as long as you have no "blemishes" on your record. And said things like they issue a lot of permits, and that they send a lot of people to the sheriff to get permits and that they never have a problem getting one, etc etc. Just assured me that it is no problem and I should be just fine.

Oh btw it was J&M Gunsmithing. I still want to contact one or two other gun stores in the county to back it up and really be sure.

And to add to that, I recieved a reply to my e-mail I sent to the Sheriff. Below is the e-mail:

"I wouldn't classify the Sheriff's position as being pro or con to issuing a CCW. Some of the reasons for issuing are listed but not all. We do not normally issue just because someone wants one "just because I would feel safer." There has to be a legitimate need. Without knowing your circumstances I can't answer the question.

After the interview, the applicant is told whether or not it will be granted and this is done before we accept the fees.

Not sure what to make of the e-mail. The guy at J&M made it sound like it was no porblem getting one and that you pretty much can as long as you have a clean record, and that a lot of people get them. Then the e-mail kinda made it sound as if they are a bit stricter than the local gun store makes them out to be.

What do you all think?

I think that Jim will agree with me here.

Even if a department is defacto "shall issue", it is of no benefit to them to advertise "HEY! GIT YER GUN PERMITS HERE!"

Politically, its just not smart. Placer county is becoming more wealthy as more people relocate from the Bay Area and bring in their Bay Area sensibilities.

My optimistic guess would be that you will have no problem, but that they are not going to say that in any formal communication.

Kind of a stealth policy. Sure it would be great if they could just advertise it, but this is still California...

I would bet money that you have no troubles.

Oh, also - do them a favor and actually come up with a good "good cause" statement. This will actually help the good Sheriffs justify their issuance policies and not put them in the position of defending issuance to people who put down "cuz I want it".

I doubt it has to be elaborate, but if you carry money, or travel, or something like that - the Sheriff will appreciate that.
