I'm probably getting a Pro Carry II. I can't decide between the black and the stainless, but I know that I eventually want a bitone finish with a black frame and stainless slide.

So which is cheaper? Bluing a silver frame? Or making a blued slide satin stainless?

Also, the controls will be matching the finish on the slide.

The Pro Carry has an aluminum frame, anodized black or silver.

If I were you, I would buy the black model and have the slide hard chromed.

Buying the silver model would force you to duracoat (paint) the frame.

(Specifically answering your question, It would be cheaper to paint the frame than hard chrome the slide, but you could duracoat the slide instead. Cost is a wash with the paint option.)

"...can't decide between..." Which one appeals to you more?
"...a blued slide satin stainless..." You can't do that. SS is a type of metal. You can't blue SS and you don't want an unfinished steel slide or frame. Invites rust.
You can put on one of the aftermarket paint finishes. Duracoat, etc.
