One hypothetical that crossed my mind, if I had a SBR or SBS and was going to visit someone in a anti-SBR/SBS state, would that rifle or shotgun be legal in that state if it had a barrel of 16" (rifle) or 18" (shotgun) with a OAL of 26"?

Normally yes, the tax stamp alone doesn't make it an SBR, it just allows you to legally have it in that configuration. When it's in Title 1 configuration that's all it is, and subject to normal laws for the most part (selling one is a bit different).

Don't take the short upper of course....

Someone asked ATF that very question and I saw the response posted, I'll try to see if I can find it.

ETA: Can't remember where I saw it, maybe someone else has it.

Once a Title 1 firearm is made into a Title 2 firearm, it always considered a Title 2 firearm unless you notify BATFE that you want to deregister it and make it back into a Title 1 firearm.

A SBR/SBS temporarily made into a rifle/shotgun, is still considered a SBR/SBS by the BATFE. It's registered as a SBR/SBS, so when BATFE checks the serial number of the firearm, it'll come up as a SBR/SBS.

You would still need to file a Form 5320.20 to get BATFE approval to transport your SBR/SBS into another state.

I'd not worry about it - the next fella that writes and asks the same question'll get a 180 answer from the previous one.°

The OP is asking if he can stick a 16" upper on his SBR AR (as an example) and go visit Aunt Jane in a non-SBR-allowing state w/o running afoul of those state laws on length issues.
He's not asking about filling out the forms for the revenuers.
