Here's a non-gun analogy that might allow people to drop the gun religion for a moment and look at things objectively:
Back in the 1960s, Volkswagon sold many VW Bettles. In the engine compartment, they had a rubber fuel line that ran above the engine. After many years of driving, the rubber line eventually dried out, cracked, spewed fuel all over the engine, and many VWs burned to the ground.
Who's fault is it? Was it bad design? Was it poor maintenace?
I think it's the very same issue here, that it's a mix of responsibility which no one is willing to accept.
