My primary residence is in Calif and i do not have a Calif CCW, but I have a Utah non-resident permit. My sister lives in Oregon, so I also have an Oregon non-resident and my in-laws live in Florida and we visit them regularly so I have a Florida non-resident permit too.

I just found out that I can get a "Florida Only" driver's license or a Florida ID card with my in-laws address. Does that make my Florida permit a resident permit? And if so, does it alter the way it is accepted in some states, like Colorado which only acknowledges resident permits from other states?

To my knowledge (and lack of any notation on my license) Florida doesn't issue "non resident permits," but they do issue permits to non residents. The only difference is what state the address on the card says you're from. Mine says Maryland, because I got mine when I was in college in FL, but my permanent address was my folks place in MD. I also had the FL only DL, because my MD license expired before I could get home to renew it, but it gave me the bonus ability to purchase handguns in FL. I guess I was a FL resident at that point.

In a few months I'll finally be settled at one address for a few years (military) and I'll be able to get all my licenses, cards, magazine subscriptions, etc, consolidated on one address. That'll be a bit new.

Well, technically in order to be a FL resident, you have to live there!
However, if you have a FL DL you have to apply for your resident CCW.
The non resident CCW is only good then for 30 days after you became a FL resident.
You are correct, this way you would have CCW rights then in CO through your FL CCW, but you have to change the address on your other CCW's.
Only problem with the whole thing will be your car registration, because you will drive (and work??) in CA and the vehicle insurance would want to know why that is!!
Also if you get pulled over in your car, there would be questions about that!
