Not realy. The person tendering a package for shipment is the shipper. Who paid for the label is irrelevant. If S&W provides a label for a nonlicensee to use UPS or FedEx, then they are on the hook if UPS/FedEx seizes the shipment for violating their terms of service.
Then Fedurps is apparently CHOOSING to let S&W issue labels and call tags.
My conspiracy theory is that they were jawboned into making things inconvenient for gun owners but are accepting the company label to get the business anyhow. Kind of like the tobacco industry; they are paying off on tobacco aggravated disease claims but they are also still paying taxes, so they continue as a regulated vice.
