It is a U.S. military M-1917 Enfield that has been sporterized.
The information you can't see is on the front receiver ring under the added scope mount.
They were made by Winchester, Remington and Eddystone Arsenal during WWI.

White paint?
The scope is an old Weaver, the mount is an old Redfield.
The rifle was extensively sporterized with the more streamlined low receiver bridge conversion and straightened bottom metal. Can't tell anything about the stock style but it looks like nice straight grain walnut you can hardly get any more.
But white paint?

If I remember correctly, the large oval lightening hole that you see in the rear receiver bridge was specific to Eddystone.

I looked around but could not tie the "bathtub" to one plant.

Neither can I.
I have read that it was specific to Winchester.
But the Frank De Hass book / bolt-action bible says it was used by all three manufactures, at various times.
And shows itself when you grind the sight ears off.
What the OP needs to do, is take the scope mount off and see witch manufacture he has.
(Not to mention stripping the white rattle-can paint off and having it professionally re-blued.)
It looks too nice under there for that white paint job!
But at least he didn't paint the bolt & the nice walnut stock too!
