Just thought - why not have Ruger design a Ruger 22/45 or Mk I/II/III in say, .25, .32 or .380? Or any of the other target blow-back .22 platforms (BuckMark, 41a, etc.)

There's PLENTY of steel around the receiver, and by stiffening up the spring and/or adding a heavier bolt you could manage it pretty well. The Beretta Tomcat and Bobcat aren't too different, heavier slide and slightly beefier spring...

Since .22LR is becoming unobtanium, and those pocket-CF cartridges are usually low-pressure and blow-back designs anyways, figured it could be a neat combo...actually reload for your target pistol.

I really would not mind a .32 in this platform. I think it will do just fine in centrefire handgun silhouette shooting for up to 6'' barrels. I at a time so wished one was being made.
.25 to me is a waste of time and energy. Less power than a .22LR at the cost of 9mm ammo.

Eh. I can see your point to a degree. A .32 long has some merit, but I just don't know what I could do with that that I am not already doing with .22. .25 holds zero interest for me, as does the .380.
