Ruger PCC an 9MM Wolf Steel

I loaded up some pro mag's with some old Russian Wolf 115 Grain 9 MM and got some odd results. I put up a Bullseye Target up at 100 yards and settled in at my bench with a Shooter's Rest . I had fired the carbine a lot using Remington and Winchester 115 Grain FMJ. The carbine gave me decent groups. nothing world shaking, but good. This Wolf stuff was all over the place. First three shot group was about six inches high, the next three were centered but left by about four inches thrn I had a malfunction the round failed to feed. I fired two more three shot groups, I'm using the term loosely, since it looked like spray and pray. I had two more FTF also. What's up with this stuff? I've shot before in handguns and it's been decent. Bad batch? To soothe my ego I loaded up some Glock magazines with S&B stuff and it shot fine..
 
Is the barrel locking nut snug, and is the forearm bolt snug? I had to blue locktite my forearm bolt and I check the barrel nut often because they can shoot loose if there's any oil on the threads.

My PCC has been 100% with the Glock 15, 17 and 33 round factory mags, firing everything from Tula steel to Win 127 gr +P+ SXT's. I will say that one of my after market 33 rounders was a bit cranky with Win White box, but that's an anomaly.
