Russian SKS question

I had a Yugo a few years ago so somewhat familiar with the gun. My neighbor showed me an SKS that was given to her by her father a couple years ago.

In that dot matrix/electric pen etching it has 'Russia' with a few other import marks and has the stamped arrow inside a (star?) on the receiver cover. I'm assuming this is from Ishmash.

What piques my curiosity is how new it looks. If I didn't know any better I'd say it was made last year.

Any info on this gun would be appreciated.
 
It is conceivable that you are looking at one that has never been issued, a while ago I bought on from 1956 that had been unissued, and it looked like it had never left the factory.
 
My Russian SKS looks like it could have been unissued, but it wasn't and has the square with the diagonal line denoting that it was refurbished at the arsenal. You can't judge a book by it's cover. I've yet to see a Russian SKS-45 in person that wasn't a refurbished rifle. They may be out there but I haven't seen one.
 
Is the bolt still white, or was it powder coated black? Many of the Tula refurbs have the black bolt. My early 1950 looks pristine, aside from one 1/4" scratch on the dust cover.
