S&K remounting - Where to use the Loctite?

I have a Yugo M48 with the S&K mount, S&K rings, and the Leupold 2.5 Scout scope. The person who originally mounted it forgot to loctite any of the screws, so it totally lost zero after a couple hundred rounds. When he remounted it, I think he put it on crooked, so I was unable to zero it for windage again. I didn't realize this at the time, so I sent it back to the factory, and they said the scope is fine (but Leupold stands behind their product and gave it a good going over anyway)

So, now I am soaking the screws and mount in denatured alcohol to get the old loctite off the parts. If that doesn't work, I will probably try MEK or Acetone.

Once the threads are clean, and the parts have a final rinse in Acetone (because I know I can't expect the new Loctite to stick if the parts are oily), where should I Loctite the mount?

I know that the 2 screws on the mount base which are adjustable for elevation should probably not be Loctited, but how about the two screws at the front of the mount? And then the 4 screws for the S&K rings? And then the actual screws on the scope rings?

And, for those with the FAT wrench (or a more precise torque wrench), what setting have you used for the mount, base, and rings with this particular setup.

I had mounted it according to the Wheeler engineering amounts for base and ring torque, and at the range after about 10 shots or so I couldn't get back on paper, so I'm assuming that I was way too light. Another complicating factor is that the ring halves have gotten mixed up, so the original lapping and match of the rings is now a mystery.

So, with all this in mind, how should I proceed?
