Saiga 20 round drum legal in VA?

Some where I read the VA gun laws and it said you can not have a semi auto shotgun with more than 12 rounds and a folding stock, I think thats what it said. Does this apply to a saiga with a 20 round drum, but with a FIXED STOCK? I want to buy/convert a saiga 12 gauge so I can fit a 20 round drum on it. Also I know the law states that you may not buy a rifle/shotgun/pistol with a PISTOL GRIP? I asked a question at the gun show on this shotgun and they said no because its pistol griped. Can you add a pistol grip to a shotgun? is that legal? or do I need to be 21? :confused:

§ 18.2-308.8. Importation, sale, possession or transfer of Striker 12's prohibited; penalty.

It shall be unlawful for any person to import, sell, possess or transfer the following firearms: the Striker 12, commonly called a "streetsweeper," or any semi-automatic folding stock shotgun of like kind with a spring tension drum magazine capable of holding twelve shotgun shells. A violation of this section shall be punishable as a Class 6 felony.

Pistol Grips and Shotguns

Firearms with pistol grips attached:

The definition of a shotgun under the GCA, 18 U.S.C.
§ 921(a)(5), is “a weapon designed or redesigned, made or
remade, and intended to be fired from the shoulder and designed
or redesigned and made or remade to use the energy of
an explosives to fire through a smooth bore either a number
of ball shot or single projectile for each single pull of the trigger.
Under the GCA, 18 U.S.C. § 921(a)(29)(A), handgun
means “a firearm which has a short stock and is designed to
be held and fired by the use of a single hand.” Federal law
provides under 18 U.S.C. 922(b)(1), that if the firearm to be
transferred is “other than a rifle or shotgun,” the purchaser
must be 21 years of age or older.

Certain commercially produced firearms do not fall within
the definition of shotgun under the GCA even though
they utilize a shotgun shell for ammunition. For example,
firearms that come equipped with a pistol grip in place of
the buttstock
are not shotguns as defined by the GCA.
A firearm with a pistol grip in lieu of the shoulder stock is
not designed to be fired from the shoulder and, therefore,
is not a shotgun. Since it is a firearm “other than a rifle or
shotgun,” the purchaser must be 21 years of age or older.
Additionally, interstate controls apply. The licensee and
transferee must be residents of the same State.
Other questions raised pertain to entries made in the
licensee’s required records with respect to firearm “type.”
These entries should indicate the firearm type as “pistol grip
firearm.”

Age Restriction & Interstate Transfer Reminders

Licensees are reminded that firearm frames, receivers, and
other firearms that are neither handguns nor long guns
(rifles or shotguns) are considered “Other Firearms.” They
cannot be sold or delivered by a licensee to any person under
21 years of age. Additionally, 18 U.S.C. 922(b)(3) states that
a licensee shall not sell or deliver any firearm other than a
shotgun or rifle to any person who does not reside in the
State in which the licensee’s place of business or activity is located;
this restriction includes handguns, pistol grip firearms
utilizing shotgun ammunition, and frames and receivers.
 
The Federal regulations regarding the pistol grip only shotguns applies only to firearms with the pistol grip actually attached and apply only to sales from FFL's.

At 18 to 20 years old it is perfectly legal for you to buy a pistol grip for a shotgun that is not attached to the shotgun from anyone, it is also legal for you to purchase a shotgun with the pistol grip attached from a private party, and it is also legal for you to possess a shotgun with a pistol grip attached.

Is it legal or not? you did not say anything, I understand this for ONLY a folding stock shotgun, not fixxed. It says a folding shotgun WITH a spring tension drum magazine of holding 12 +. So does not apply to FIXXED stocks?
 
If it does not meet the requirements of the firearm that is illegal, then it is legal. The requirements to be illegal according to that statute are that it be a folding stock shotgun equipped with a 12+ drum magazine. If your shotgun does not have a folding stock than it is NOT illegal. If your shotgun does not have a 12+ drum magazine than it is NOT illegal. The shotgun is only illegal if it possess both at the same time otherwise it is legal.
