In short, yes. You must convert the rifle so it is considered "American Made." To do so, you are gonna take out all the crappy russian stuff, and add good ol' american made parts such as trigger, hammer, hammer disconnect (trigger group), a pistol grip, a stock, and then finally the bullet guide.
