the second one, may be more of a rail made for ak/russian stuff, and may also look to be steel made. the first is not.
I like this guys stuff; it is russian or belarus made, and I know him, and he stands behind his stuff.

look at his ' other auctions' he has just rails if you like, belarus marked I believe.

Oh yeah, whatever rail you decide on , I suggest you get a low profile, not a medium or high profile.
just keep you scope at a 40mm or smaller objective, and you should be able to use a low pro.
 
The first link you've posted is a foreign kvar04s clone I have seen on ebay for less than 20 dollars before. The KVAR 04s is OK but I prefer the BP-02 low mount.
 
I got two UTG 978's on Amazon - like $31 each. Quick disconnect. Two picatinny rails. They work great on my Saiga's.

This mount frame is just all the rest on eBay and the internet. I have been selling them for quite a while. Unfortunately, the quick release arm has inherant problems. Of the ones I had been selling, 50% had a failure of the quick release arm. Every one like this on the Internet has the same problem. It is poor quality. The retaining disc on top of the arm fails after a few cycles.

I ended up picking up the UTG 978 from amazon. The big factor for me was weight. The utg weights ~7oz vs the BP-02's 11oz! I want to keep the weight down so the rifle doesn't feel top heavy.
 
You made a good choice. I have a UTG 978 for my Saiga .223 and it's a great mount. Very solid. I couldn't be more pleased with mine, especially considering the price. I just bought a BP-02 for my PSL to allow me to mount a standard scope on it (I'm left-handed). I'd say the UTG mount is in the same quality range. Just one thing to note: you will probably have to adjust the screw to make sure it's a tight fit on your rifle's rail. The screw is a reverse (left-hand) thread.
