I have never seen this asked on here before so maybe it is a stupid question, but if I purchase a firearm from an online retailer and have it shipped to a FFL do I pay sales tax at the time of purchase or does the FFL collect it? Thanks.

It depends on your state.
In Texas, I don't collect sales tax on my customers transfers, nor do I have to charge sales tax on my transfer fee.

In California and Washington dealers DO collect sales tax on OOS purchases.
 
For on-line purchases (no matter what it is for the most part), if you buy on line, and the seller does not have representation in your state or county, there is no sales tax, if it is shipped.

If they have local representation, you would pay sales tax to the seller. The FFL does not report sales tax to the state.

That will probably be changing in the near future.

It depends on your state, whether or not they collect a sales/use tax on out of state purchases, and whether or not they have a mechanism to collect it... other than voluntarily. Many folks will just jip the state out of its sales tax especially if it is only due voluntarily. In Colorado, at least this is what I've read and heard from my CPA, if I buy something online and it is shipped here, I have to somehow declare the purchase and pay sales tax to the state when I file my annual return.
 
In GA if the retailer is out of state, then no sales tax. If the retailer has a store in GA, then I pay tax. Even if the gun or any other merchandise actually ships from another state.

For example Bass Pro Shops has 3 stores here. If I purchase on line from them I pay tax and shipping even if the product actually ships from some other state. Since Cabelas has no store in state I only pay shipping fees and no tax if I order from them. This applies to guns or any other merchandise.
 
In Florida, when you send off a FFL signed copy and payment, the FFL dealer recieves the firearm. You purchased it out of state so the dealer does not collect sales tax. Your local FFL will tell you it was your purchase, all he or she is doing is getting instant check on it and doing the transfer papers. He is not the seller. FL law and probably similar laws exist in most state requires you to pony up sales tax for all items purchased in this manner as well as internet shopping that is not taxed when you take delivery in the state. FL and most other states do not have a method to know what you purchase so it is on the honor system.
 
On the honor system for now. As states scramble for tax revenue, there is a MAJOR push by Target, Walmart and others to make online retailers collect sales tax - just their way of battling the competition. With the current elected folks, any new tax revenue makes them drool on themselves with glee
 
I meant in each state, but at the Federal level, I can see a national internet sales tax not too far away, especially if it is tied to pay for the Healthcare debacle
