Yeah, I like the idea of a dedicated .22 upper.
Why won't your local range allow rimfire on the 100 yard range? The range I used to go to had a 100 yard indoor range that I would shoot my Remington 513T at. This a cheap 4-16 scope and shooting CCI Standard Velocity round, I could have some fun and shoot smaller 5 shot groups than just about anyone shooting a center-fire rifle
I have no idea why they have that rule in place. They also won't allow any handguns on the 100yd, unless it's at least a .44 or .45 and has a scope on it. Silly ain't it ?
Anyway, as far as the type of ammo the M4 likes, it doesn't seem to be all that picky. I shot bulk (white box) Winchester, CCI Blazer, Mini-Mags, Remington bulk, PMC Sidewinder and some standard velocity stuff made in the Philippines by Armscor.
Other than the occasional failure to ignite (usually CCI Blazer), it goes through everything.
