I just recently won a rifle at a charity event, and I need some advice on mounting my optic. The set up is as follows:

Rifle - Weatherby Vanguard 7mm-08
Scope - Vortex PST Gen II with 50mm objective
Base - Outerimpact Picatinny Rail 0 MOA
Rings - Vortex Pro Series 30mm Low

The problem I am having is that the scope sits slightly too high, and these rings are lowest Vortex sells. I don't think I have enough room up front with the 50mm objective to lower it too much, and not sure if anyone makes rings any lower. Any help you can provide would be greatly appreciated.

It won't hurt a thing, matter of fact, I like them higher than that. Mine are around 1 1/8" to 1 14" from the top of the rail to the center of the scope.

You're already using low rings and 0moa rail, you might find a different brand of low ring that might be lower, maybe some Burris. I'm not familiar with that rifle, but you might be able to do away with the rail and get rings that mount directly on the rifle.
I have a couple rifles with 50mm lens that are a little higher than I like, so I just use a strap on ammo pouch with a built in cheek riser.
 
I'll chime in with another vote for a cheek riser, I have them on all my bolt actions except my 22. This is how I have it set up on my Vanguard, and I tend to like my scopes a little higher than most.

That specific rest (from MidwayUSA) has velcro strips that you can layer on top of the stock / below the rest to fine tune the height. Simple but effective.

You could try nightforce or a few others. 30mm are common. The far rifle is a 50mm and the front is a 54mm both on nightforce rings.

Added this one to a 452 when I bought it, can’t remember when that was but at least 6 years ago.
