'scope package' worth it for rings?

I was looking at an inexpensive rifle, possibly a stevens, but maybe a savage or the 399 weatherby. I was looking as the savage One option has no scope, the second option has a scope for an addtional $32

Now, I am fully aware that the scope included with such packages are going to be junk.

I am not a big spender, but I plan on putting on a $150-200 scope on the gun. (Nikon Prostaff, Weaver Classic V, Bushnell Elite 3200 type) Then I started thinking, how much would a scope base and rings cost me? Maybe $10 for the base $15 for rings...and it can be a little bit of a pain getting the exact specific base, especially for a non-common brand (but I figure whatever works for a standard savage would work fine for a stevens)

Now I am starting to think, maybe get the scoped model just for the base and rings. However, for $10 and $15 I can get leupold base and rings which should be rock solid. I have no idea how good or bad the base and rings are on 'economy package' guns. If they are junk, then I'd definately go with finding my own and installing them. However, if bases and rings are all kind of 'universal' (like, say, toothbrushes and band-aids) maybe just springing for the scope mount would be just as well.

Did some looking online at midway, cheapest I see is $8 for base $12 for rings, add in a few more bucks for shipping and handling, maybe it is cheaper to just get the stuff myself.

My other bases are one piece mounts, the $8 is a two piece mount, is there significant difference in strength and stability between a one peice and a two piece mount?
 
Talley lightweights are all I use anymore unless they are not made for a particular rifle or if I need quick detachable mounts.
 
+1 on the Talley rings, they are some of the best. IMHO, they are the best value in rings out there.

Myself if avalible for my application I prefer the Deadnuts mounting system.

Once I used one I could kick my self for buying anything else previously
