Light gathering at the higher magnification numbers can be an issue if you'll be shooting in dim wooded areas. So unless you want a 50mm size objective lens to draw in more light it's wise to stick to a lower magnification. Or if you KNOW you'll be doing a lot of shooting in heavy wooded areas or early and late in the day when the light level is low then sticking with a lower 7 to 9 max power and a 50mm objective lens can brighten up your sight picture a lot.
 
I have a 2.5 - 16x, a Bushnell Elite 6500. It's a pricey scope, mine was $415 as a dealer demo (around $700 new IIRC).

It's a heck of a zoom ratio, and it would fulfill the hunting/target dual purpose requirement.
 
To the OP, no one can tell you which scope to buy, there are so many variables.

These days there are more than a dozen companies who make very good scopes. Today a $500 scope can match the performance of a $1,500 scope from 20 years ago and beat it.

It all depends upon what you want to spend and what features you want. when you ask a question like this all you get is everyone's opinion of what they think is best, not what's best for you.

I like Nikon and Bushnell scopes best but there can be no doubt Leupold, Schmidt & Bender, Steiner, Swarovski, Zeiss and a few others make extremely high quality scopes.
