We looked at the new Competition XDm 5.25 today. It has the adjustable rear sight, HiViz front, right weight, grip... only question is how is that trigger pull going to be?

Put aftermarket sights on it and paint it if you must. You can get the base gun right around your upper limit. I would put nite sights on it rather than adjustable FO's. I have two of these in 45 and they weigh in at 25 oz. empty. They are so compact and light weight it is hard to believe they are 45's.
 
Why does everyone opt for night sights? They aren't better than FO in daylight or a laser at night. Just never saw the benefit to them in a real situation.
 
Picked it up today and ran 250 through it. She likes it a ton better than the Bersa it replaced (hey it's her thing). She got two dead center bulls and some good shots. The striker fire is different than anything we have owned but she likes it... I think it's pretty neat too.

The bolt holster, dual mag holder and lock are pretty nice. The loader... not so great IMO. Tried one mag then went to the best investment I ever made the Uplula mag loader.
 
She ran 250 through it yesterday and it shot great. I cleaned it last night and just out of curiousity checked the barrel length. It measure 3 7/8"... not much shorter than 4" but how does Springfield get away with that marketing?
 
You may want tlo look at the CZ-75's. Their is a version offered by Angus Hobdell with a terrific trigger job.
 
Those criteria pretty much eliminate all guns.

You will not be able to get all of them. The price requirement pretty much totally sinks you.

Springfield Armory makes a Target 9mm Loaded 1911 with an adjustable rear sight. However, this is a full-sized all-steel 1911 that will nearly double your weight criteria and add another inch to the barrel. But you'll get the single action, and it comes I believe in stainless finish only, so no two-tone.

They also make the EMP, which is two-tone, single action, and meets your weight requirements. But again, no 4" barrel, no adjustable rear sight, and the fiberoptic sights would have to be added aftermarket.

Dan Wesson makes the Guardian 9mm, which might just squeak by the weight requirement, has a Commander-length 4.25" barrel, and is single action. But it only comes in black, does not have adjustable sights, and comes stock with tritium sights instead of fiberoptic. It is also double your price limit.

CZ meets a couple of your requirements... metal frame, some single actions, some with adjustable rear sights, some two-tone, but those that are have nearly 5" barrels, no fiber optic sights, and are $1000 or more. The ones that have 4" barrels and come within your price range are DA/SA with fixed sights.

You're probably SOL.
