Is it doing this in an attempt to rapid fire the gun? I ask because the 187 was NOT meant for rapid fire.
In operation, when you fire it the bolt goes rearward, and is held back until you release the trigger. This allows sufficient time for the next round to feed out of the magazine and the lifter to do its thing.
Also, make sure that the bolt handle is pulled out all the way.
Savage had something of a turkey with this one. They tried for years to get it to work right, that's why you'll see 187's all the way to series TS, stopping at every letter in between. It was supposed to cycle shorts, long and LR interchangeably, but never did.
