Shipping a Gun or Receiver Directly To An FFL

The only time you are required under Federal law to notify a common carrier (FedEx or UPS) that you are shipping a firearm, is when you are shipping the firearm out of state to a person who IS NOT a licensed collector, licensed dealer, licensed manufacturer or licensed importer. ***And shipping a firearm to anyone who is NOT an licensee (FFL) is a Federal crime.

There is no Federal law requiring you to notify the common carrier if you are shipping a firearm to a person WITHIN your state of residence.

27 CFR 478.31 Delivery by common or contract carrier.

(a) No person shall knowingly deliver or cause to be delivered to
any common or contract carrier for transportation or shipment in
interstate or foreign commerce to any person other than a licensed
importer, licensed manufacturer, licensed dealer, or licensed collector,
any package or other container in which there is any firearm or
ammunition without written notice to the carrier that such firearm or
ammunition is being transported or shipped: Provided, That any passenger
who owns or legally possesses a firearm or ammunition being transported
aboard any common or contract carrier for movement with the passenger in
interstate or foreign commerce may deliver said firearm or ammunition
into the custody of the pilot, captain, conductor or operator of such
common or contract carrier for the duration of that trip without
violating any provision of this part.
 
Since this thread is not that old, I'll just 'double check' within this thread instead of writing up a new thread:

1) Can I, a non-FFL, legally ship a rifle via USPS to an FFL in another state?
2) Are there any unique shipping requirements incumbent upon me?
 
1. Yes.
2. No. Well, except make sure that the receiving FFL will receive a shipment from a private party - some won't, and send a copy of your ID (Driver's License) with the gun.

Why don't you find out what the receiving FFL wants from you (if anything), before sending anything?

Some of them can actually read return addresses.

When I first read your last sentence above, I thought you might be mistaken. But, after thinking on it a bit, I now believe you are correct. Unless the common carrier is shipping out-of-state (engaged in interstate or foreign commerce), there is no applicable federal law I can find requiring that the common carrier be notified that the shipment includes a firearm.

If anyone disagrees, please cite the applicable law and a specific reference.
