Shipping a gun to someone in the same state

Hello I'm sure this topic came up before and I used the search but didnt come up with nothing so sorry in advance.
Question
I need to ship a gun to someone from the same state as me(louisiana)do I have to ship it to a ffl holder or can I ship it straight to him?
I checked out the ATF website and if I'm reading this right it says that I can ship it straight to him as long as we're in the same state.
Would like some help from someone that has shipped a gun before as this is my first time doing this.

(B9) May a nonlicensee ship a firearm by carrier?
A nonlicensee may ship a firearm by carrier to a resident of his or her own state or to a licensee in any state. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm. [18 U. S. C. 922( a)( 2)( A) and 922( e), 27 CFR 178.31]
 
For a long gun, you can use the post office, UPS or FedEx directly to the buyer. For a handgun, I'm less sure; FedEx, probably, since my understanding is that UPS will only take handguns by air-freight. You can't mail a handgun to a non-FFL individual.
 
There's nothing against the federal law about shipping a gun to another individual of your state. The logistics though, might get completely in the way here.

If it is a handgun, you might have a tough time finding a carrier. As Art said, you can't mail it. That is against the law. UPS and FedEx now have policies against a handgun shipment without a dealer at one end. This brings in other freight companies like DHL. I don't know about their policies, prices, or capabilities though.

While you are legal to do so, there might not be a way to do so, without the use of a FFL holder.

UPS contradicts itself. While its current tariff does not mention intrastate shupments between nonlicensees, it provides a link to its own webpage where they specifically state such shipments are allowed.

3.6 Firearms and Ammunition
UPS accepts packages containing firearms
(as defined by Title 18, Chapter 44, and
Title 26, Chapter 53 of the United States
Code) only (a) between licensed importers,
licensed manufacturers, licensed dealers,
and licensed collectors (as defined in Title
18, Chapter 44 of the United States Code),
and government agencies; and (b) where
not otherwise prohibited by federal, state,
or local law from (i) an individual to a
licensed importer, licensed manufacturer,
licensed dealer or licensed collector; and
(ii) from a licensed importer, licensed
manufacturer, licensed dealer, or licensed
collector to an individual. The shipper shall
comply with and shall ensure that each
shipment containing firearms complies with
all federal, state, and local laws applicable
to the shipper, recipient, and package.
–The shipper must use Delivery
Confirmation Adult Signature Required
service for each package containing a
firearm (including handguns). UPS, in its
sole discretion, may require the shipper to
select a UPS Next Day Air® Service for any
package containing a firearm. Handguns
(as defined by 18 U.S.C. § 921) will be
accepted for transportation only via UPS
Next Day Air Services.
–Firearms (including handguns) are not
accepted for transportation via UPS Drop
Boxes or UPS Internet Shipping, in
response to a request for UPS On-Call
Pickup® service, or when presented for
shipment at any Third-Party Retailer. UPS
Returns® Services are not available for
packages containing firearms.
–Small arms ammunition, as defined in
49 C.F.R. § 173.59, will be transported only
when packaged and labeled in compliance
with 49 C.F.R. § 172 (Hazardous
Materials). Ammunition may not be
shipped in the same package as a firearm.
–Firearm parts, which do not constitute
firearms as defined under federal law
(including without limitation Title 18,
Chapter 44, and Title 26, Chapter 53 of the
United States Code), and which otherwise
comply with federal, state, and local law,
will be accepted for transportation.
–Firearms (including handguns) and
firearm parts are not accepted for shipment
internationally.

Follow These Packing Requirements
Packages containing handguns must be separated from other packages tendered to UPS for delivery.
All firearms are to be shipped in new corrugated packaging which meets the UPS Single Wall Box Strength Guidelines. Medium and large UPS boxes may be used for smaller shipments being shipped via UPS Express service.
All firearms are to be packaged in accordance with UPS Packaging Guideline Specifications.
Ammunition must be shipped separately from packages that contain firearms (including handguns).
Ammunition will be transported only when packaged and labeled in compliance with 49 C.F.R. § 172 regarding hazardous materials shipments, and must be shipped in accordance with the UPS Guide for Shipping Ground and Air Hazardous Materials.



About Documentation and Labeling
The shipper must use Delivery Confirmation Adult Signature Required service for each package containing a firearm, including a handgun, and affix a UPS label requesting an adult signature upon delivery.
The labeling and outer box markings on all firearms shipments should not identify the contents as containing a firearm. Labeling, including the shipper's and consignee's abbreviated names on the shipping label or air shipping document, must be non-descriptive.



Getting Your Firearm Shipment to UPS
Firearms (including handguns) may be shipped only through a UPS Scheduled Pickup Account (specifically, Daily Pickup, Daily On-Route Pickup, UPS Smart Pickup®, and Day-Specific Pickup), or through a UPS Customer Center (counters at UPS operational facilities). Note: Firearms (including handguns) are not accepted for shipment via, UPS Drop Boxes, UPS On-Call PickupSM, or at locations of The UPS Store® or any third party retailer.
When you are shipping a package that contains a handgun, you must verbally notify the UPS driver or UPS Customer Center clerk.

Have you ever received shipments from DHL or any of the other dozens upon dozens of freight companies out there? Since some of them are getting into the smaller parcel services that UPS, USPS, and FedEx have dominated, we should be hearing more about them as time goes by.
 
Out of 3,000+ firearms I've transferred, only one shipment has come from a source other than USPS/UPS/FedEx.....Lone Star Overnight.
