Is it legal to ship a lower parts kit and a telescoping stock to NJ? (aka a lower build kit)

I'm no lawyer, so take that for what it's worth.

Those products are not controlled. You can ship them wherever you'd like.

It would be illegal for the person receiving them in NJ to mount the stock on an AR15, though. He would likely get nailed for having it in the same house as a "regular" NJ-legal AR.

So long as the lower parts kit is for a modern semi-auto, I don't think it would be an issue. AR-style guns are legal in NJ so long as they don't have flash hiders, collapsable stocks, bayonet-lugs, etc. Remember the '94 ASW ban? It's still active in NJ.

and a telescoping stock to NJ?

In NJ it is illegal to have a semi-auto rifle with any two of the evil features. This includes a pistol grip and a collapsible stock. The authorities take this very seriously.

It is also illegal to have certain named semi-auto rifles even if they do not have two of the features.

BTW, all guns are illegal in New Jersey, with certain exceptions.

The buyer could make a lamp out of it if he wants to.

You can ship it to him/her but its up to them if they follow the law when building their rifle (pin the stock, etc)

What about CT?

Same deal as NJ?

(Legal to ship, legal to use as long as the collapsible stock is pinned)
