Q: In the state of Pa, is it legal for me to ship a handgun to a ffl dealer in another state ?

Interstate commerce is a Federal matter, not governed by State law. Provided you ship directly to a FFL-holder, you're clear. Some dealers won't accept guns shipped by private individuals, requiring them to be shipped through another dealer: but this isn't universal.
